1999-Present             SOCIAL POLICY AND PROGRAM DEVELOPMENT CONSULTANT

 Major Clients:  

 1999-Present                   Fannie Mae Foundation, Washington, DC

Conducted two year assessment of “Paving Pathways to Sustainability,” a program assisting nonprofits in strengthening their operations by developing for-profit social ventures.  Advised the Foundation on refocusing its grant making strategies to build capacity and effectiveness of the nonprofit affordable housing industry, as a member of the FMF Advisory Committee on Organizational Effectiveness.  

Rockefeller Foundation, New York, NY

Represented the Foundation in a unique partnership with a private developer of mega shopping complexes, to move disadvantaged inner city community residents into careers in the retail and food service industry. 

Helped design and now implementing a national program to strengthen the management of twenty nonprofit workforce development organizations in three cities nationally. 

Robert Wood Johnson Foundation, Princeton, NJ 

Overseeing a three-city, $17 million demonstration serving youth in inner-city communities.  Conducted initial reconnaissance; designed program strategy and evaluation criteria; selected cities and now administering program with local grantees in Boston , Chicago and San Francisco .  

Harvard University, Cambridge, MA

Analyzed local housing conditions and designed “20/20/2000 Initiative” to invest $21 million from University’s endowment in affordable housing in Boston and Cambridge .  

Garfield Foundation, Marion, MA

Serves as Program Consultant overseeing foundation’s grant making in community development.  

Goldman Sachs Foundation, NY, NY

Developed a series of partnerships between foundation and university graduate business schools, including nationally-recognized “Yale/Goldman Sachs Social Enterprise Competition.” 

 1996-1998                 EDNA MCCONNELL CLARK FOUNDATION  New York , NY   

 Vice President/Chief Operating Officer

Served as second-in-command for private foundation with $670 million in assets.  Worked closely with President to review foundation’s five domestic and international program strategies (child welfare; school reform; New York neighborhoods; criminal justice and tropical disease research); and conduct reconnaissance for new program in youth development.  Instituted major changes in foundation’s evaluation, grants management, finance, spending and MIS practices. Worked closely with Investment Committee in overseeing investment managers and consultants; and monitoring spending policies. Served as acting president during president’s four-month medical leave.

           1985-1996            LOCAL INITIATIVES SUPPORT CORPORATION (LISC)                         

 Senior Vice President   New York, NY, 1993-1996

Served on president’s five-member management council, responsible for LISC’s organizational development initiatives.  Served as director and liaison to National Equity Fund, LISC’s $2 billion Low Income Housing Tax Credit equity syndication subsidiary.  Founded and directed 20-person national programs division, including design and oversight of initiatives in property management, community policing, child care facilities and organizational development for CDCs.   

Program Vice President   New York, NY, 1989-1993

Started up and/or supervised ten LISC field offices with aggregate investments of over $250 million.  Carried out strategic planning, fundraising, hiring and oversight of local program staff and investment approvals.  Formed Advisory Committees representing philanthropy, financial institutions and public agencies. Conducted cost/benefit analysis and negotiated closeout arrangements for LISC field offices.  Designed and conducted new staff orientations; devised LISC mission statement; represented LISC in numerous national public forums.  

Program Director   Boston, MA, 1985-1989

Originated investments and managed portfolio of residential, commercial and industrial real estate projects in Boston ’s low-income communities.  Analyzed proposals, provided technical assistance to CDCs, recommended financing terms and monitored project performance.  Conceived, designed and implemented nation’s first “operating support collaborative,” providing $4.5 million in management assistance to CDCs, with first-ever United Way support for affordable housing.  Executive on loan to LISC from Boston Edison Company.

 1979-1983               NEIGHBORHOOD ECONOMIC DEVELOPMENT CORPORATION, Eugene, OR             

Commercial Development Director  Directed commercial district revitalization program, including rehabilitation of historic commercial property into mixed-use retail and office facility.

Economic Development Planner  Established community-based development corporation, including board recruitment, plans for cooperative housing and commercial revitalization, community organizing and fundraising.

1974-1979                 BLAIR ISLAND CAFE   Eugene , OR                        

Raised necessary capital, outfitted restaurant and managed full-service, 40-seat establishment specializing in homemade ice cream.  Purchased building and later negotiated successful sale of business and real estate.
